The first London edition of Joseph Galloway's speech in the Pennsylvania House of Assembly, printed the same year as the first Philadelphia edition. (Although the title page is dated 1765 in roman numerals, Adams indicates a 1764 printing in his AMERICAN CONTROVERSY.) Galloway was one of the leaders of the Pennsylvania Assembly, and a close ally at Benjamin Franklin. Through this speech and other measures he won the support of that representative body for a petition to King George Ill pleading that the proprietary governors of Pennsylvania be replaced by direct royal government. Galloway would eventually become the most prominent American Loyalist during the Revolution. John Dickinson, whose speech prompted this response from Galloway, later wrote LETTERS FROM A FARMER IN PENNSYLVANIA, the most important document of the Stamp Act crisis. The 'Preface' on pp. 3-43 was written by Franklin, and is a very bitter attack on the Penns and their supporters.

Galloway's Assembly speech of May 1764 in favour of royal government, printed with a preface by Franklin that was, in effect, his manifesto against the Proprietors. Galloway was Franklin's closest political ally in these years; a decade later he would be a Loyalist and Franklin would never speak to him again.
